A sophisticated cyberattack hit the International Criminal Court

The International Criminal Court (ICC) is probing a sophisticated cyberattack that was discovered and contained last week.

On June 30, 2025, the International Criminal Court (ICC) announced that it was hit by a sophisticated and targeted cyberattack. The organization confirmed that the incident was detected and contained by its defense systems.

“Late last week, the International Criminal Court (“ICC” or “the Court”) detected a new, sophisticated and targeted cyber security incident, which has now been contained.” reads the ICC’s announcement. “This incident, the second of this type against the ICC in recent years, was swiftly discovered, confirmed and contained, through the Court’s alert and response mechanisms. A Court-wide impact analysis is being carried out, and steps are already being taken to mitigate any effects of the incident.”

The ICC stresses the need to inform the public and States Parties about cyber incidents and urges continued support to uphold its mission of justice and accountability.

ICC did not share technical details about the cyber attack, it is unclear if the organization also suffered a data breach.

The International Criminal Court (ICC) is an intergovernmental organization and a permanent international tribunal established to prosecute individuals for the most serious international crimes, including genocide, crimes against humanity, war crimes, and the crime of aggression. It was established by the Rome Statute, which entered into force on July 1, 2002. The ICC is headquartered in The Hague, Netherlands.

In September, the International Criminal Court (ICC) announced that threat actors have breached its systems last week. The experts at the International Criminal Court discovered the intrusion after having detected anomalous activity affecting its information systems.

The attack was targeted and sophisticated, according to an update provided by the ICC that resumes the result of a forensic analysis of the incident, its causes and its impact, and initial mitigating measures. 

The Court did not attribute the attack to a specific threat actor.
