How KAFD is building the digital backbone of Riyadh’s financial district


Saudi Arabia’s ambitions to establish itself as a global financial and technology hub are increasingly visible in the physical transformation of Riyadh. But at King Abdullah Financial District (KAFD), much of the infrastructure underpinning that transformation is deliberately designed to remain out of sight.

Across 1.6 million square metres of mixed-use development, a growing layer of connected infrastructure links buildings, mobility systems, utilities, public spaces and digital services. More than 100,000 assets are monitored in real time. At the same time, artificial intelligence (AI), internet of things (IoT) technologies and data analytics are being used to anticipate maintenance requirements, optimise energy consumption and improve day-to-day operations.

For Ramez AlFayez, chief information and technology officer at KAFD, this reflects a wider change in the role technology plays win organisations, moving beyond its traditional position as a support function to become an integral part of business strategy.

“When I joined KAFD, the district already had a digital infrastructure in place,” he says. “The infrastructure was originally designed to support a modern business district, but our vision was to transform KAFD into one of the world’s leading smart financial districts.”

That required KAFD to reassess its technology landscape, modernise core platforms and strengthen integration between systems. Rather than managing individual technologies independently, the aim was to operate the district as a single connected digital ecosystem.

Today, smart mobility, building management, energy systems, public spaces and digital infrastructure feed into a centralised smart city platform. This integrates with AI-enabled systems including IBM Maximo, allowing KAFD to use data for predictive maintenance, energy optimisation and faster operational responses. The wider technology strategy is structured around a smart city roadmap comprising 48 integrated initiatives spanning AI, IoT, digital twins and immersive technologies.

“The main aspect is that these are not separate workstreams,” says AlFayez. “They are interconnected programmes designed to reinforce one another and provide a seamlessly integrated digital ecosystem.”

Making the smart city invisible

The scale of the technology deployed across KAFD could make sensors, networks and platforms an obvious way of measuring its progress as a smart city. AlFayez, however, argues that the more meaningful metric is what users actually experience.

“For us, a smart city is not defined by the number of sensors, connected devices or AI platforms it deploys,” he explains. “It is defined by how well technology serves people.”

KAFD describes itself as Saudi Arabia’s first “vertical city within a city”. More than 20,000 professionals work in the district, alongside its residents and visitors, creating an environment where the technology underpinning buildings and services has to operate at city scale.

Its central platform provides operations teams with visibility across more than 100,000 assets, helping identify problems before they affect users. Predictive maintenance can replace reactive intervention, while energy use can be continuously adjusted according to operational data.

For the people moving through the district, the objective is for much of that complexity to disappear. “They may not see the technology behind the scenes, but they experience the results every day through smoother mobility, more comfortable buildings, reliable digital services and a district that continuously adapts to their needs,” adds AlFayez.

This human-centric approach will become increasingly important as KAFD adds more automation and AI. Instead of requiring users to interact continuously with apps or digital interfaces, AlFayez sees technology becoming more context-aware, anticipating requirements based on factors such as location and activity.

Connectivity as a utility

None of KAFD’s smart city ambitions can operate without the network infrastructure beneath them. The district has more than 192km of ICT duct infrastructure and a fully fibre-connected network reaching every parcel and building. The network provides the underlying connectivity for intelligent buildings, IoT platforms, digital services and smart city operations.

KAFD also operates a carrier-neutral telecoms data centre where multiple telecoms service providers interconnect. This enables operators to extend services throughout the district while allowing tenants to choose between providers, an approach intended to improve both resilience and competition.

Wireless infrastructure is evolving alongside the fixed network. KAFD is expanding its 5G capabilities and, working with Huawei, has deployed what it describes as Saudi Arabia’s first Smart WiFi 7 implementation.

“We treat connectivity as a core utility because every smart city capability depends on secure, high-speed and reliable communications,” says AlFayez. The goal, once again, is for the underlying technology to become largely invisible to the user.

“Whether someone is working in an office, attending a conference, walking through the district, or visiting one of our public spaces, they should enjoy a secure, reliable and uninterrupted digital experience,” he adds.

Securing a connected financial hub

That degree of connectivity also expands the security challenge. KAFD is home to more than 140 corporate tenants and over 25 regional headquarters, making cyber security and resilience particularly significant for organisations operating in financial services and other regulated industries.

AlFayez says security therefore has to be embedded into the architecture rather than added after deployment. Every new platform, integration and digital service is assessed from operational and cybersecurity perspectives throughout design, implementation and deployment, as well as after going live.

Critical services are supported through redundancy, business continuity planning, disaster recovery and continuous monitoring.  “Cyber security is not viewed as an IT responsibility alone,” says AlFayez. “It is part of our operational governance and risk management framework.”

The challenge is to maintain that security without making it an obstacle to experimentation. As both technology and cyber threats evolve, KAFD is aiming for what AlFayez describes as an adaptive security posture, one capable of increasing resilience while continuing to support innovation.

Saudi Arabia’s Vision 2030 programme has placed digital transformation, AI and technology investment at the centre of the kingdom’s economic diversification plans. For KAFD, that creates an opportunity to operate not simply as a consumer of new technology, but as an environment in which emerging systems can be tested under real-world conditions.

“Unlike a pilot laboratory, KAFD is a living financial district where emerging technologies are applied to real business operations and everyday urban experiences,” says AlFayez.

Its 48 smart city initiatives cover technologies including AI, IoT, digital twins, augmented and virtual reality, and immersive digital experiences, with applications ranging from asset management and mobility to energy optimisation and customer experience.

Cloud infrastructure is another component of that strategy. KAFD has adopted a multicloud approach, selecting different providers based on requirements around performance, security, resilience and innovation. AlFayez says this reduces dependence on a single platform while allowing the district to adopt emerging capabilities more quickly.

The district is working with global technology companies, universities, startups and innovation communities, positioning partnerships as another mechanism introducing new technologies into its operating environment.

For businesses considering KAFD as a regional base, AlFayez believes the attraction lies not simply in access to individual technologies, but in being part of an ecosystem where connectivity, intelligent buildings, mobility and data-driven operations are already integrated.

KAFD is also applying its digital infrastructure to the sustainability challenge facing large urban developments. Real-time monitoring and AI-enabled analytics are being used to optimise energy consumption, predict maintenance requirements and reduce unnecessary resource use. Other projects include smart poles equipped with solar panels, wind-based renewable generation and intelligent energy management.

Mobility provides a more visible example. Smart parking technology directs drivers to available spaces, aiming to reduce time spent searching for parking and – consequently – congestion, fuel use and emissions.

For AlFayez, these applications demonstrate why sustainability and digital transformation increasingly need to be treated as connected disciplines. “Sustainability is not a standalone initiative,” he says. “It is embedded into how the district is designed, operated, and continuously optimised through technology.”

From connected infrastructure to an adaptive district

Over the next three to five years, KAFD plans to expand its use of AI-powered decision-making, digital twins and automation, while developing services capable of responding more dynamically to the people using the district.

AlFayez expects autonomous mobility, robotics, extended reality and agentic AI to become increasingly significant as the physical and digital components of cities converge. This convergence, he argues, could fundamentally change the way smart districts are designed. Traditionally, physical infrastructure was built first and digital capabilities added afterwards. Future developments could instead design the two simultaneously.

“The next generation of smart districts will not be defined by individual technologies such as AI or IoT, but by how effectively they work together to anticipate people’s needs and enhance everyday life,” he says.

For KAFD, the long-term ambition is to progress from connected infrastructure towards an environment capable of learning and adapting through data and AI. The shift also reflects AlFayez’s broader view of enterprise technology. IT leaders, he says, should increasingly be judged not simply on system availability, efficiency or cost reductions, but on technology’s contribution to growth, new business models and competitive advantage.

“Technology investments should be viewed as strategic business investments, not simply IT spending,” he says. As Saudi Arabia attempts to build a globally competitive financial centre in Riyadh, KAFD is testing a broader proposition: that the financial district of the future will be as much a digital platform as a physical destination.

“Ultimately, the organisations that will lead the future are not those with the most technology,” says AlFayez, “but those that use technology to create the greatest value for their customers, shareholders and society.”
